Clicks come in, the dashboard looks busy, and nobody can say which ads turned into calls or orders, which means the next month’s budget turns into an argument. A marketing proposal gives both sides something they can point at: what gets built, how tracking gets checked, what gets reported, and what changes when the numbers don’t move. The pages run in indigo-violet with Space Grotesk headings and an amber accept button, so the scope reads like something you can sign off on, not a pitch.

The proposal opens with The short version, which promises clear attribution and a setup the client can still understand if the work stops. Access and tracking checklist and Google Ads account build carry the practical bits: which logins get requested, what gets tracked for calls and forms, how conversions get passed into ad platforms, and what happens month to month around search terms, negatives, budgets, and reporting. The later sections answer the questions that usually stall approval, including access, ad spend expectations, and what changes first when results aren’t there.

  • The short version A plain-English summary of what gets measured, what gets built, and what changes next month once the data is credible.
  • Access and tracking checklist The logins and permissions request, plus a tracking map for calls and forms so conversions don’t turn into a black box.
  • Google Ads account build What gets built and maintained across Google Ads and Meta Ads, including structure, naming, search term cleanup, and monthly reporting notes.
  • Pricing One priced item with a per-month rate, which you replace with your own number before you send it.
  • Getting started The sign-off and fee summary, plus the start steps covering access, the setup deposit, and what happens after acceptance.

After you drop in your own price for Setup + monthly management, you send the proposal and the client signs online. The Getting started section includes the acceptance block and fee summary, plus the steps around access and the initial setup invoice split so both sides know what kicks off the work.

We went from spending hours on every proposal to creating fully customized ones in under 5 minutes. That's not an exaggeration - we timed it.

The proposal in full

The short version

You can point to which ads and search terms produced calls and form fills, what each enquiry cost, and what I’m changing next month to push volume up without guesswork.

Paid ads setup and tracking gets Google Ads and Meta Ads built properly, with GA4 and Tag Manager showing what turned into calls and forms. If you stop, you keep an account you can understand and run.

I start by making conversion tracking believable, so you are not optimising to clicks. Then I build and launch the campaigns with tight targeting, clean naming, and a simple structure you can read. After launch, I watch search terms, add negatives, and shift budget based on what produces enquiries you would actually want to take.

About me

I’m Owen Hart. I do paid media and tracking for owner-led businesses that are ready to spend properly, but do not want an ads account that only makes sense to the person who built it. I got into this work from the analytics side, because most ad problems start with measuring the wrong thing.

I’m usually brought in after someone has run ads and ended up with traffic and no answers. I keep the account structure simple, I name things so a director can follow them, and I will tell you when the landing page is the reason the numbers are stuck. You can end the work and still keep a setup you can unwind.

Selected work

A few paid ads setup and tracking jobs where the main win was cleaner data and decisions you can make quickly.

Portfolio

Trade services lead gen. Set up GA4 and Tag Manager events, rebuilt Google Search campaigns, and tightened search terms and negatives. Enquiries became consistent enough to plan weeks ahead, with clear cost per lead by service type.

Studio bookings push. Built Meta lead campaigns with proper event tracking and a landing page fixes list. The client could see which ads produced booked calls, then I shifted spend to the two audiences that kept converting.

New service launch ads. Launched a new Google Ads account from scratch with naming that matched the services menu. Added a weekly search terms cleanup routine, which stopped spend leaking into irrelevant queries within the first month.

“For the first time, I could see which ads turned into real enquiries.”

Owner-director, a small trade business

Access and tracking checklist

A short list of logins and permissions I need, plus exactly what I’m going to track. You get this before any build work starts so access does not drag the timeline out.

GA4 + TAG MANAGER SETUP

A working GA4 property and Tag Manager container with the right events for calls and forms. This is handed over with clear names so you can see what is firing and why.

CONVERSION TRACKING MAP

One page showing each conversion, where it happens, and how it is counted in Google Ads and Meta. This is the reference that stops tracking turning into a black box later.

Google Ads account build

Campaign structure, ads, keywords, and negatives built around your services. This is set up once, then maintained each month so spend does not drift into the wrong searches.

META ADS CAMPAIGN SETUP

Campaigns and ad sets built with audience and creative testing kept readable. This is set up once, then adjusted each month based on which ads create enquiries you would take.

MONTHLY REPORT AND CALL NOTES

A monthly call with a short report you can scan: what spent, what converted, what cost per enquiry looked like, and the changes I’m making next. You get the notes the same day.

Pricing

Pick the setup-only option if you have someone in-house to run it. Pick a monthly plan if you want me to keep search terms, tracking, and costs per enquiry under control. Prices are per month.

What do you need access to before you start?

I’ll ask for access to Google Ads, Meta Business Manager, GA4, and Tag Manager. If any of those are not set up yet, I can create them and then add you as the owner so you keep full control from day one.

HOW MUCH AD SPEND DO YOU NEED TO MAKE THIS WORK?

It depends on your service value and how competitive your area is, but I’d rather start with a budget you can run for at least 6 to 8 weeks. That gives enough data to cut waste, add negatives, and see a real cost per enquiry trend.

How do we know which enquiries came from the ads?

I set up call and form tracking in GA4 and pass the conversions into Google Ads and Meta where it makes sense. You will see conversions by campaign and ad, and we’ll sanity-check it against what came into your inbox and phone.

IF IT ISN’T WORKING, WHAT DO YOU CHANGE FIRST?

I start with tracking checks, because you can’t fix what you can’t measure. Then I look at search terms and negatives, because that is usually where wasted spend hides. After that, I’ll adjust the landing page and the offer, then budgets and bidding.

Payment

For setup work, I invoice 30% to start and 70% when I hand everything over. Ongoing management is invoiced at the start of each month. Every invoice is payable within 7 days.

Access. Before I start, I’ll need access to Google Ads, Meta Business Manager, GA4, and Tag Manager. If something isn’t set up yet, I can create it and add you as the owner so you keep control.

Changes to scope. If you want to add channels, extra accounts, or a new tracking goal, I’ll confirm what changes and what it costs before I do the work. I don’t make surprise additions to invoices.

Hand-over. At handover, you’ll have admin access to the ad accounts and analytics, plus the conversion tracking map I built. If you ever stop, you keep the account structure and tracking setup I created.

Ad spend and results

You pay ad spend directly to Google and Meta. I can’t promise a cost per enquiry before we have data, because it changes with competition, landing pages, and the offer. I report what I can measure.

Monthly call and reporting. Each month includes a reporting call and notes on what’s working, what isn’t, and what I’m changing next. If you miss the call, I’ll send the report notes by email and keep the work moving.

Pausing and cancellation. You can pause monthly management at the end of a billing month. If you want to stop mid-month, tell me and I’ll finish the work in progress and hand over notes, with that month still due.

Questions about this proposal template

What should a marketing proposal include?

A marketing proposal usually covers the plan and deliverables, how performance will be tracked and reported, the pricing, and the sign-off and payment terms. This template also includes access requirements, ad spend expectations, and what changes first if results don’t show up.

How do you explain tracking and attribution in a proposal?

A proposal can name the tools used for tracking and spell out which actions count as conversions, like calls and form fills. This template includes a conversion tracking map and explains how conversions get passed into ad platforms and checked against real enquiries.

Do clients need to give access before work starts?

Access usually needs to be in place before build work starts, because tracking and campaign structure depend on it. This proposal lists access to Google Ads, Meta Business Manager, GA4, and Tag Manager, and it covers what happens if accounts need to be created first.

How much ad spend should a marketing proposal recommend?

Ad spend depends on the service value and how competitive the market is, and a proposal can set expectations without promising results. This template frames the starting budget around running long enough to collect data and reduce wasted spend.

How do you price paid ads setup and monthly management?

Pricing often separates setup from ongoing management, or offers setup-only versus a monthly plan, depending on who will run the account. This proposal includes one priced option labelled “Setup + monthly management,” and you replace the number with your own rate.

What payment terms should be in a marketing proposal?

Payment terms usually say when setup and ongoing invoices are due, what happens when scope changes, and what the client keeps at handover. This template includes a setup split, monthly invoicing timing, a 7-day payment window, and pausing and cancellation terms.
